2019 BOARD OF DIRECTORS

Doug Davert is an Orange County native and a very proud citizen of Tustin.  He is a graduate of Tustin schools, Santa Ana College, Chapman College and Loyola Law School.  He has been a resident since 1968, a lawyer since 1992 and the founding shareholder of the Davert Law Corporation in Orange.

 

He has served the community in many capacities, as a member of the Tustin City Council (2002-2010) and as Mayor (2006 & 2009), as well as Tustin’s representative to the Orange County Sanitation District (served as Chairman from 2008-2010) and at the Orange County Fire Authority (served as Chair in 2009).  He has also served on the Orange County Vector Control Board, the Orange County Transportation Authority Citizens Advisory Committee, the successor agency oversight board for Tustin’s and Orange’s Redevelopment Agencies and the Southern California Association of Governments.  In an unforgettable moment, he represented the Orange County Sanitation District and accepted the Stockholm Water Prize for the Orange County Groundwater Replenishment System in 2008.

 

Elected to the EOCWD Board in 2012, he is currently President of the Board of Directors and Chair of the Finance Committee. He represents Orange County’s Special Districts as a Commisioner of the Local Agency Formation Commission (LAFCO) and also serves as Chairman of the Orange County Fire Authority Foundation. Doug and his wife Melanie have two daughters.

 

Richard Bell recently retired after serving as the Principal Engineer for the Municipal Water District of Orange County (MWDOC) for 12 years.  Bell has served as a consulting engineer to MWDOC and its member agencies for an additional 23 years.  Prior to his service at MWDOC, Bell was the Planning and Resources Manager at Irvine Ranch Water District (IRWD) for six years.  Bell began his career at the Los Angeles Department of Water and Power as a Field Engineer, Water Demand Analyst, Hydraulic Analyst, Water Systems Master Planner and Source Water Quality Control Investegator from 1964 - 1972.  He has his B.S. from UCLA '66 and MSCE from USC '70.  Bell lives in unincorporated North Tustin.

John Dulebohn is a Water Systems Operations Superintendent for the City of Anaheim and has been active in the water community since 1986. He holds the highest certification level in both Water Treatment and Water Distribution from the State Water Resources Control Board. John was appointed to the EOCWD Board in 2008 and currently serves on the Operations and Engineering Committee and represents EOCWD at the Independent Special District of Orange County meetings. John and his wife Vanessa have two sons and a daughter and live in the unincorporated (Cowan Heights) area of the county.  John enjoys riding his bike to work and keeping his carbon footprint small.

George A Murdoch recently retired after 38 years from the City of Newport Beach where he served as the Municipal Operations Director overseeing the city’s operations of water, sewer, storm drains, street lights and oil wells. George possesses the highest level of water distribution certification from the State Water Resources Control Board as well as being certified in water treatment. He was born and raised in Orange County California and lives in unincorporated North Tustin with his wife Iris and daughter Lindsey. In 2018, he was presented with the Randy Scheerer Lifetime Service Award for 37 years of dedicated and selfless public service. George enjoys traveling, golf, outdoor activities, gardening and tinkering in the garage.

John L Sears grew up in South Gate, attended St Helens Catholic grade school, moved to Long Beach attending Long Beach Poly High School, Long Beach City College and Rancho Santiago College, ultimately moving to Orange County where he resides with his wife, Jane. Together they have five grown children, seven grandchildren and two great-grandchildren. John's career was in the food business, an executive with Safeway Stores, Inc., now retired after 35 years. He is a community leader/activist, five year Director of a Brain Tumor Foundation, a twelve year board member and past President of Hillcrest Bay, Inc. HOA. He chaired the UCSA, an Under Ground Utility Conversion Project and participated setting up an Underground Utility District. On behalf of the project, he appeared before the Arizona Corporation Commission four times.  John is a board member of the Foothill Communities Association, being concerned about water rates, has appeared before the CPUC on behalf of ratepayers.  John is active as a tennis player, belonging over time to three local tennis clubs, an art collector, enjoys boating at Lake Havasu, and an investor, owner and manager of real property.
